Here are some summaries of some extended pingplotter sessions. My router is a WRT110, though I'm nearly 100% positive it's not involved.

Also, no changes were made to my network during the time the problem appeared, so I'd be a little hard-pressed to justify this sort of issue.

I suspect it is this variability which has made this problem so painful to track down, and which has made it difficult for me to go to my ISP with a specific problem. In addition, 'pingtest' also seems to catch onto these spikes from time to time - specifically, while my ping is often in the 50ms range with very little jitter, it is not uncommon for it occasionally to read as 250ms, with a jitter of 150ms or more. These spikes are characterized by no packet loss, as measured by pingplotter and winmtr (more specifically, there is packet loss, but I've come to understand that because it does not continue on to subsequent jumps it's not an issue), and latency leaping to between 250 and 600ms across multiple hops, seemingly without pattern or form, for intervals of 1 to 5 seconds. So, for about two weeks now (the problem began somewhere between the 27th and 28th of August) I have been experiencing lag spikes, specifically while playing WoW, though, as I'll elaborate on in a moment, I have reason to be suspicious as to the game's relevance.
